Water entering the sea may have seeped or flowed over agricultural, residential, or industrial surfaces, or roads and railroads, and may be polluted with chemicals and particulates. It may also have traveled through sewage outfalls (which allow excess sewage volume to overflow into rivers rather than buildings and roads).
